Are the police meeting their basic functions?

Are the police meeting their basic functions?.

The police have four basic main functions; enforce the laws, provide services, preventing crime, and preserving the peace. Police officers enforce the law by making sure that the law is being followed. For example, speeding. Police enforce speeding by pulling people over that are speeding, and either giving them a speeding ticket or giving them a warning. After they get a ticket people must either pay it or take it to court or go to driving school. I believe that puling people over and giving them speeding tickets makes most people slowdown in the future because they do not want to have to get pulled over again in the future and have to go through that whole process again, and people don’t want more points on their record from speeding tickets.
