The research is focused on the current deteriorating state of local governments in South Africa. From the State of Local Government Assessment Report (2009), available on internet as well as the Local Government Turnaround Strategy (2009) that was meant to deliver clean audit municipalities and improved service delivery with clean administrations and effective leadership by 2014, the golden objectives that were envisaged with the Strategy were never achieved, this is despite further interventions. This is despite further interventions with Back to Basics Programme in 2014 (also available on internet) and now currently moving in with the District wide service delivery coordinating model, qhich reinforces regional collective planning and implementation. Looking at the problem setting or context and analysis, it is appears that a number of symptoms, root causes and consequences were contributory to ineffective strategies that led to underachievement by local governments. Key among the number of root causes are lack of leadership and governance systems that should enable proper effective delivery by local governments. Using the mixed methodology, the writer must help me determine if the research problem is justifiable, suggest Main Research Question and at least four sub-questions that should probe on the capability of current leadership and the local government model if it is conducive for the delivery and coin a clear knowledge gap in literature that justifies why the study should be pursued. Chapter 2 should discuss a clear conceptual framework that should provide theoretical and an interpretive framework for the study. Research methodology should also be a part of the document since it would be following a mixed research method. The Document is called my Report Template.
