This project calls for an analysis of a specific tax, tax incentive, or spending policy from which you draw actionable policy recommendations. All topics must receive instructor approval. The project should be organized into five sections: • Background (1-2 pages). Identify and explain your topic; offer a brief history; explain its significance and importance to relevant stakeholders and society at large. • Fiscal Context (2-3 pages). Provide historical data on revenues, expenses, or both; discuss individual impacts, business impacts, or both; discuss extant literature on elasticities, multipliers, behavioral impacts, and other economic phenomena as appropriate. • Policy Evaluation (3-4 pages). Identify, explain, and apply evaluative criteria for determining whether the status quo is “good” or “bad” policy; discuss tradeoffs (e.g., efficiency versus efficacy, etc.) • Recommendations (1-2 pages). Develop, explain, and justify a set of policy recommendations that follow from your evaluation; discuss what should be changed, eliminated, or expanded; discuss administrative aspects of transitioning from the status quo; identify possible unintended consequences. • Conclusion (~1 page). Summarize your findings and identify avenues for further research.
