For this assignment you will write an analysis of the stakeholders involved in the debate over parking reforms. Identify the key stakeholder groups in the city and discuss which policy reforms they would support and oppose. Based on this analysis, predict which reforms are most likely to be passed and implemented. Make sure to explain your logic. You may point to the experiences of San Francisco and Los Angeles to support your argument. The memo should be two pages, double-spaced with normal margins and font size.
