You will be arguing for a change in policy based on some problem that you will come up with. You must argue that a change from the status quo is necessary in order to help/alleviate/fix this problem. Your speech will follow Monroe’s Motivated Sequence, which is detailed in chapter 14 of your text. Once again, the instructor MUST approve your topic.
Three factors to consider when choosing your topic:

Need- does a problem exist that creates a need for action?
B.
Plan- do you have a plan to solve the problem?
C.
Practicality- does your solution solve the problem or create new ones?
Once your topic is chosen, consider the four aspects of persuasion: (Chapter 16)

Evidence

Reasoning

Emotional Appeals
This is a much more complicated speech than the previous one, so more research will be necessary. Therefore, you must have at least seven sources for this speech. You must copy each source you use, and highlight the parts you will use in your speech. Turn these in to me the day of the speech.
You must also do a preparation outline for this speech. It will look just like your last outline, except the parts of Monroe’s Motivated Sequence must be labeled. You MAY NOT take the preparation outline to the podium with you. Bring a speaking outline instead. Refer back to chapter 8 in your text on the difference.
