Loud public outcry rang out against TEPCO and the Japanese government’s 想定外(そうていがい) defense- that the trifecta of an earthquake,
tsunami and multi-reactor meltdown was beyond imagination. But there are many in the security field whose work is just that, to imagine the
unimaginable and test systems for vulnerabilities. Why do you think that, given the high stakes nature of nuclear energy, more time and money wasn’t
invested in identifying these sorts of scenarios and developing suitable protocol? Was this simply an issue of corporate greed, as the critics claim, or
something more?
