It has been argued that because of globalization, governance today is very different from the past, and that in almost every decision-making process, international norms, institutions, and policies have to be taken into account. Do you agree? Please explain and provide examples. 2. Country A is suffering from enormous amounts of drugs being trafficked through its different borders and sold to its citizens. This is affecting a large part of its youth, as well as its economy. How do you think the country can combat this phenomena in the age of globalization? 3. Zanubia is a small but tech-savy country with good cyber offense and defense capabilities. You are the chief advisor to Zanubia’s Prime Minister, who has just been elected in domestic elections. While in the midst of the national elections, Zanubia’s most prominent intelligence agency is reporting that a rival country, Edrany, has hacked parts of your country’s electrical grid. You have solid evidence to attribute the attack to Edrany, most of which is highly classified and cannot be released to the general public. You are told that the Prime Minister wants to proceed very carefully so as not to burn bridges with Edrany. Intelligence agencies are pressuring you to officially attribute the attack to Edrany and to take retaliatory action. However, Zanubia’s army and Ministry of Defense, as well as its Ministry of Foreign Affairs, warn of major repercussions if concrete steps are taken against Edrany, including potential escalation of the conflict into a full-fledged war. Given these factors, please describe what your advice would be to your Prime Minister, detailing the factors and circumstances that you have taken in consideration. 4. Various like-minded countries have expressed a desire to more fully cooperate so as to mitigate cybersecurity threats and contain cyber attacks in real-time. They have asked you to chair a group of experts to consider new process(es) that could be put in place to achieve these goals. Please indicate what process(es) you would suggest they pursue and why, along with the various advantages and disadvantages of the process(es) you have selected. You should focus your answer on domestic cybersecurity policy, cyber warfare or cybercrime.
