This paper requires mandatory readings and the use of lecture notes/theories. Please make an offer if you are knowledgeable. Select and answer ONE of these questions: 1. For some, official approaches to peacebuilding have adapted to critiques of liberal peacebuilding in the late 1990s, notably with the New Deal signed in 2011. For others, even that accord has not brought major changes in the practices of national governments or their international partners. Draw on one or two theoretical frameworks covered in this course, as well as on relevant data (country-specific and global) to analyze those issues in two FCAS. Please address the implications of your analysis for the debates noted in this question. 2. Some stakeholders see SDG 16 and other SDGs as a coherent response to the challenge of not leaving FCAS behind in major international development efforts. For others, the SDGs are “more of the same”, as they do not address the deep obstacles to peace, effective institutions and wider development in FCAS. Draw on one or two theoretical frameworks covered in this course, as well as on relevant data (country-specific and global) to analyze the implementation of SDG16+ in two FCAS. Please address the implications of your analysis for the debates noted in this question. —————— There are two questions related to debates covered in part 1 of the course. Select one question and answer it in up to 3000 words, including references. References to readings noted in the syllabus may be brief, e.g. (Brown 2008: 19). For texts not in the syllabus, include the full bibliographic reference in a footnote. You do not need a full bibliography at the end. You can cite my slides but you must also demonstrate (e.g. though appropriate quotes) that you have read key original texts discussed in class. You might begin your answer by briefly presenting the relevant policy and theoretical debates directly related to the question you have chosen. Then use one (or two but not more) relevant theoretical framework(s) to explore selected policy and theoretical issues and analyze how they have unfolded or are unfolding in two cases. Select your cases from the 75 most fragile FCAS according to the 2019 Fragile States Index. Also use that index or other global data (e.g. in Hearn’s 2016 report on New Deal implementation) to situate your cases in a global context. Your mini case studies should focus on the role of selected actors (international, national and/or local) shaping peace and development outcomes. Feel free to focus on the gender dimensions of either question (in theory and in practice).
