You mentioned for example that different states, counties, and localities may have different minimum wages. You could give some examples. In your final paper, your introduction should include motivation, original contribution, methodology, and a brief summary of your results and conclusions. Most of these elements are still missing. background review (literature review) is incomplete for this stage. Moreover, some of the paragraphs in your findings/result section should be in your literature review.
